The real question is why dont you just pick some, and smoke it, or if you don't smoke have someone else that does smoke some. Then you will know whats up instead of wasting your time.
Theres a 99% chance it's just some bunk ass wild hemp. If the premature buds wont get you high then it never will. I smoked some of that shit one time.
