This is probably one of the most asked questions out there.. If you get a recommendation from a doctor, then no one has access to those records unless you give them your paperwork. There is no "central database" to speak of. This does fall under doctor-patient confidentiality.

Now there are also county cards that are issued by the state, but those are different and not exactly required (no matter what the cop may tell you).
