1. Weight when your dealing with CO2 Gas bottles doesnt matter because CO2 gas has no weight the actual varience could be due to the type of material used to make the bottle like aluminum or iron, this is also assuming the size of the bottles are the same if they are different sized well i would assume you wouldnt be asking.

2. a good pressure regulator will have 2 guages 1 showing overall bottle pressure, and the other showing the pressure of the ouput flow. the regulator will also have an adjustable valve for the flow output.

3. assuming the bottles are the same size then when you got them. record the initial pressure off the regulator on each bottle. and make a log for each new bottle the pressure varience sould be no more than 200psi give or take from your average. if you find a larger difference then you might contact your gass supplier and inquire of their procedures when bottleing the gass
like how pressurized are the bottles they must have a standard they go by.
