Technically, you have to count the distance from the bulb to the reflective surface, then add the distance back to the plant.
Basically, reflectivity makes no real difference when the effective light range is around 4 to 6 inches. Definitely not enough of a difference to spend extra cash on Mylar or Panda film and such.
