I don't live in California anymore (so my opinion means nothing :jointsmile but what do you think. I like it. I think it could the be a model other States to follow. Its idea is nothing new, we still have dry counties here in Oklahoma that cannot serve liquor, but I really like they way they have used this concept for a model for State wide legalization. It really leaves the power to the people of the Counties.

The Regulate, Control, and Tax Cannabis Act of 2010 will:

End the government's failed war on cannabis (marijuana).

Regulate cannabis like we do alcohol: Allow California adults 21 years of age and older to possess and consume, cultivate, and possess small amounts of cannabis.

Additionally, it ensures that if a city or county decides it does want to tax and regulate the buying and selling of cannabis (to and from adults only), that a strictly controlled legal system is implemented to oversee and regulate cultivation, distribution, and sales, and that the city or county will have control over how and how much cannabis can be bought and sold.

Also, it ensures that if a city or county decides not to tax and regulate the sale of cannabis, that buying and selling within that city or county's limits remains illegal, but that the city or county's citizens still have the right to consume and possess small amounts.

Give every city and county in California the option of whether or not to tax and regulate the sale of cannabis within the limits of each community.

Tax cannabis in order to generate billions of dollars for our state and local governments to fund what matters most: jobs, healthcare, schools and libraries, parks, roads, transportation, and more.
