I remember reading that in the first years of the MMP here in Oregon, the "fees" were producing a small windfall (they underestimated the number of people who can't afford chemical pharmacueticals and want to grow their own medicine). That led to lowering the fees for certain individuals, like SSI recipients, disability, etc. Then when the economy went bust, the powers that be decided to use some of that windfall for other govrnmental agencies. Now, apparently, the pendulum has swung the other way, and they can't seem to keep up with the work load, probably because their budget was robbed. Although I think that the original fee was a bit too high, I diligently paid the fee, and everything worked just fine.

BTW: There were those, (not me, unfortunatey) that predicted this very scenario. I applaud their perception.
