Whats so difficult? The combination of monies weighs 9 grams, his bag of pot is supposed to weigh 9 grams (8 grams + bag = 9 grams), so put the bag of pot in one hand, the money combonation in the other and compare.
You will be surprized how accurate you can be, but if you really need accuracy take a length of coathanger, and make a simple balance scale by finding the center point, use your finger for an axis, and attach the two weights in question to the hanger ends.
Iv'e made a fairly elaborate scale this way, and using only combinations of money can weigh just about any amount of anything to within 1/4 gram on it.
