If he grows 10 plants under 1000 watts of light from seed, there will never be room to flower them in one square meter. Did you notice the room size?

If I were you I would go with either a 400w or a 600w, and either MH or HPS, as many growers as opinions on this one. Make sure to get an air cooled hood if possible to control your heat in that small space.

A few dollars early on can save you from some headaches down the road.
