as polish said, it won't start budding until 12/12 has been initiated. you can force-flower by throwing a couple large black trash bags over the plants for 12 hours (i.e. from 8 PM to 8AM) everyday for weeks until the outdoor sunlight/sunset changes to 12/12 naturally (which wouldn't be until the end of the season).

also, you could try super-cropping your plant by bending the tops and off-shoots from the main stem. this will stunt the growth, however, by the time budding season comes around the super-cropped branches will be much stronger and capable of holding massive buds. in other words, by doing this you'll have fewer and larger buds rather than lots of little buds.
