Take the law into your own hands....
i heard a story here in the uk, might be a joke or an urban legend or something, but its pretty funny.
A guy catches a burglar in his house, so he wrestles him and manages to trap him inside his garage. He calls 999, and says to the operator "I have a burglar trapped inside my garage, could you come and have him arrested?" the operator replies "Well, we're busy at the moment. Call back in an hour and we might have a car free" He then hangs up. The mans calls again, ten minutes later, and says "Do you remember i asked you to come and arrest a burglar in my house? Well you dont need to bother anymore because i've shot him"
2 minutes later, 3 squad cars, a police helicopter and half a dozen swat vans pull up outside, only to see the man standing outside the door, next to the burglar, who is tied up on the lawn.
A policeman approaches him, and says "I thought you said you'd shot him!?"
the man replies

Take the law into your own hands....
Sort of. Snopes has this to say:
Funny stories are often presented as articles that ran as news items because some find "wacky news" tales far more appealing than they do plain unvarnished jokes. The "false but authoritative-looking attribution" is a common device in such mailings, one the savvy Internet user learns to watch out for.
Could this story have happened anyway? Since we penned this article in April 2002, the major elements of the Internet forward have come true at least once. In September 2003 a minister in Odessa, Texas, who felt police were not responding quickly enough to his call about a burgled church 40 minutes later followed up with a second phone call in which he reported he was holding hostages and threatening to kill them at that location.\"ATTENTION: Due to limits on my patience, I can only please one person per day. Today is not your day. Tomorrow\'s not looking too good, either.\"

Take the law into your own hands....
hmm that one is a little extreme. He would have probably been gunned down as soon as he left the door.
