This number is one of many created by the company Humor Hotlines. They have many other phone numbers such as the Rejection Hotline and Psychiatric Hotline.

Jeff Goldblatt, owner of the company, says once the hotline reaches 1 million votes the petition will be sent to the government.

Having a bunch of people call this number will have little or no effect in my opinion... but its not going to add hidden charges to your phone bill or anything.
