it sounds good but its flawed by the system
most of that dope siezed hits the blackmarket which pays no taxes
the dispensaries are forced to keep prices up so that the black market has cheaper dope until propper regulations can be put in place, a little at a time so that the marijuana economy doesnt crash, from being overgrown.
