I'll second what Minn said about the clear plastic.

Also....

1. Tin foil is the devil, ditch it. paint the walls white if you can or get Mylar - tin foil is not a substitute.
2. it looks like your LED light is entirely in the red spectrum based on the pics... red spectrum is for flowering.... you are still very early in the veg cycle. The red light will help to some degree first, but you need some more in the blue-ish spectrum (6500K-ish) CFLs or flourescents are both cheap options and are available in these spectrums... they might say 6500K right on them or they might say things like "Cool White"... don;t get "Warm White" as those are red spectrums.

I know you haven;t added nutes yet... but since you even mentioned it with those pics of baby seedlings i feel that I should probably say it... don;t add nutes until you have 4-5 nodes.

edit: the lighting issue i mentioned is why they are stretching and growing tall and lanky btw.
