Where do the buds form?

I've noticed a lot of little shoots of 2 short (pistols??) both on the main stem and on the large leaf branches. Are these where the buds form? Does anyone have any photos of what they look like in the early and final stages while on the plant? Will buds still form on the branches if I've removed most of the leaves? (they died due to overwatering and overneutriants)

My plant has some of these on the top (all the bottom ones are really small and totally brown.. possibly dead). Are these "preflowers"? Is this where the buds will form?

That is a single flower. Pre flower if you will. Lets us know it's starting. Now the branch coming out of there will grow out filled with those. The tips of all the brancheswill do that and the cola's are just a bunch of buds growing up close together. You will start to see pistols in the tips of the branches soon.
