Given that the lack of employment opportunities stems from the existance of more people than jobs, and that the high rate of divorce can be associated with money and child rearing concerns, the answer is obvious. Take men out of the workplace. The average woman can be in and out of child delivery within hours with modern medicine, and thanks to better prenatal care they can remain in the workplace quite late into pregnancy without having to take a maternity leave.
