What kinds of award? Are they scholarships, living expenses, trophies, recognition of achievement, etc.? Who is giving the awards?

I was reading my university newspaper today and there was an article about awards being given to black students with a 3.5 GPA or higher their freshmen year and a different award for black seniors with at least a 3.5 GPA. Now, why exactly should black students get a special award? Isn't that basically saying, "Look, we don't think as a race you are as intelligent and capable as the other students, therefor, we will give you something if you get at least a 3.5 GPA." WTF?
