1' wide is not near enough... you need at least 2 - 2 1/2 ft wide. I would look at building a fixture out of a couple of these Portfolio at Lowe's: 6-Light Chrome Traditional Vanity Fixture

Use 6500K 23W CFLs for veg, and 2700K 23W CFLs for flower. Makes a whole lot less heat, and produces some very nice results.
