Commonsense should tell them spending trillions isn't a good solution to get the economy going again too. Commonsense however, isn't the governments strong point. Aside from our military, I don't think the federal government has gotten much right since the early 1900's. Income tax was nonexistent until 1913.

It should be up to each state to determine if cannabis use will be legalized, in what instances (medical and/or recreational), etc.
