Problem While Flowering :S
You should really get a bottle of Fox Farms Tiger Bloom, So you can spike up the nitrogen for the plant, It doesnt need alott for flowering, Significantly less than vegg, But with out it, Your plants can get really sick.
If you think shes root bound, Try re potting her [Be carefull not to ripp roots].
And drop your humidity down, Thats kind of high for flowering, I keep my humidity down really low, And turn the lights down for 1 hour a day before I spray the leafs with water.
I know this probly sounds crazy, But your tap water could be essentially hurting the plant(s) even if only one is showing symptoms, Try boiling your water first, Letting it cool down then watering them.
