I'd go with the CFL's, mainly because of lumens and versatility, since it's fairly difficult to bend a glass tube to adjust coverage.

You can also add a 'Y' adaptor to the lamp's, doubling the number of CFL bulbs you can use. Plus, you can, at any time, increase the wattage of the CFL's you use. Can't do that with tube fluorescents.
