Noob Lighting Advice

2 Questions:

1) Are CFLs (or normal fluorescent) the only bulb that should be used for seeds and clones? Like, if I have 2 1000W lights, one of them can't (or shouldn't) be used for the seeds (1 MH, 1 HPS)?

2) With 2 1000W lights, I figure for optimal light levels I have about 4.5 m^2 of grow space. How many plants would that generally hold (for just a normal, plants-in-pots and a standard veg/flowering time)?
