newb/pistils showing how long b4 bud starts growing?

3wks in to flowering when will i start to see bud?

there is what they call the 40/60 phenomena. there is a good article on it here. basically what it says is the first 40% of the time spent in flowering is what is infamously known as "the stretch", or growth in height. the following 60% is spent building the buds.
