hydro can be done in basically anything, but you will need to paint the outside of your tank, if it's glass ... anywhere light reaches, will promote algae growth ... better to just use a Tupperware-type tub, etc., anyway, due to breakage, leaks, etc. ...

If you're gonna enclose that many lights in that tight of space, you will need to ventilate it. Otherwise your temps will be through the roof. Also as image reaper said black out your root zone. Otherwise yes, in theory, it will work just fine.

it is in a dark room with no lights. the tank is painted white on the outside w/ white garbage bags on the inside. the roots are in a very dark area of the tank where no light gets in. there are 2 12v computer fans one blowing in one out.

It won't work for a few reasons:
Too small. Cannabis is a weed. As such it needs to grow to a certain potential that you cannot accomodate.
Hydro is VERY heat sensitive and your conditions are too hot.
Cannabis is a very light intensive plant. If all else were perfect u could limp along with CFLs.
You are going to work very hard and be very disappointed. I'd much rather see you get a 3 gallon bucket and put the plant outside or in a very sunny room and you get some nice results. Then decide if it's something u want to invest in.
