Its done in a lot of other states. Its done here in Washington too. If your pulled over and have a large amount of cash and can't give the officer an acceptable answer as to why you have it. they are allowed to confiscate it.
America. What a land of freedom we enjoy.

Those are normally those small towns where the population is majority old white people that are still stuck back in the 60's. The majority of Texas cops are real cool though. Ive been let off a ton of times after doing something illegal.

Don't drive through Texas.
my buddy and i were driving over to wisconsin to look at this corvette last summer, he had 6500 in his pocket and we made a point to not bring any illegals so that they had no reason to even want the cash
sure enough, we get pulled over for speeding, asked to step out of the vehicle, asked where we were going, i gave consent to search the vehicle, found nothing, searched me, found nothing, searched my friend....
6500 confiscated on suspected drug activity
it took close to 60 days for my buddy to get his cash back, he had to drive back to wisconsin 2 or 3 times to go to meetings with police and stupid hearings, bottom line is, he had to work his ass off to get his cash back, if we had a SEED of bud in the car it would've been pocketed by those cops, glad we played it safe that day but still B.S.
