They look a bit small for a month... should be much bushier and maybe about a foot tall by now... You have enough light, but they are in the wrong place. You should have them above the plants also, and if they are more than 2-3 in. from the plant, they aren't doing much. CFL's and flouro need to be within that distance to work properly.

I don't about the idea of those bulbs either... yea $500 is a pretty decent price, but you will need ventilation($$$), and a lot of sockets ($$$), and a lot of cords (hazardous). 400 or 600w hps w/ proper ventilation will cost probably as much, but much less hassle.
