Probably she had some beef with mommy over something, knows enough about how the world works to see an opportunity to fuck mom over, and was dumb and impulsive enough to not think about the big picture consequences.

Dang I was about to say the same thing. This is true that she's 15 and considering the fact that she was living with a parent who smoked it, she would have probably already grown up knowing that D.A.R.E is pretty much bull shit. Plus, there was mention of child abuse so this could have been a retaliatory strike but even if there was no child abuse, I'm still willing to bet this was a retaliation rather than a brainwashed child.
