X usually means something is crossed off or removed, deleted from the list. Or maybe its a blackhole in the rules committee.

Yep, those Putz's in the Rules Committee killed the Bill SB 5615. I guess they figured they will make more money by throwing people in jail for simple posession, and hitting them up with huge court fines. Truth be known they probably will make more money that way, as compared to the cost of incarceration, or what they would have collected if simple posession were only a Civil Infraction. Washington State is supposed to be known as a trend setting state, but they really dropped the ball on everyone when they killed that bill.

Regarding the "X Files", here is what it means:

The House and Senate Rules Committees may place bills that will go no further in the process on the "X-file."

Still time to revive this bill. I guess since the state is going broke, they will need the extra monies brought in from fines to help balance the budget. But, anyone with common sense knows the cost benefits to the state are in the negative direction. We the people are beginning to be or have been tired of the games the politicians play with our lives, our money, our security, and our well being. They have failed us and all you need to do is look around you and read the paper or watch the news. They have mismanaged everything and they will also mismanage cannabis if allowed. Pass the damn bill and go get your criminal politicos. Do something positive for ordinary people for a change

Being in a liberal state, not much chance of bill passing that actually saves citizens money. They're already talking anothe .06 sales tax increase and start ing a stste income tax. They say they're just going to tax people making over $250,000 a year. But we know how that goes. They'll keep lowering the rate till everyone is paying.

Criminal justice is out of control here in Washington. They have refused to adopt policies that reflect the make up of this state. We are liberal by a large margin, but yet we have a conservative criminal justice system for no other reason than to pack the blue pages with law enforcement jobs we don't need.

Criminal Justice gets 70 percent of King county funding, and they bitched at that amount. They used to get 74 percent. The cities have annexed more and more area, and King County has less area to cover. They were on a growth pattern to take all of the King County budget by the year 2009,but they were leveled off at 74 percent. When they werent allowed to continue growth the sheriff said she could not protect property crimes even though she had less area to patrol.

The State starts taking federal grant money on the condition that we enforce a federal drug control policy and put the feds in charge secretly, then the feds pull the funding and the state restores it.Now the state pays 70 percent of the job of undermining the medical marijuana law, while the feds are in charge.

It appears that the attached agreement has expired, am I missing something?

The agreement remains intact until it is amended or WSP gives a written 30 day notice.

Notice the statement of assurances #18 to uphold all federal laws. They have to agree to uphold all federal laws as a condition on getting federal grants.

The TNET interlocal agreement also spells out that they work for the DEA.
