For minimum price and effort, a 48" flourescent fixture with "cool white" color tubes. Every KMart, Home Depot has them. They do a remarkably good job, and when they're on sale the price is around $12.00 - $15.00 for a 2 tube fixture, often with the tubes thrown in.
