yes you can go up the first set of true leaves if its not too much.

and yes your 9600 lumens will be more then enough to produce decent veg growing, just make sure the lights are close to the plants(around 2 inch)
and you will be fine.. i just moved to 12/12 with 8 plants which i grew under only 3 28w 6500k cfls
