I don't think this'll be used, though....the West has always had a fondness for taking others' resources (usually by force or extortion) instead of using their own.
The way your sentence is worded, it sounds like the West is stealing ("taking....usually by force or extortion") from other places. Can you please site some examples where it is happening?
