I can only comment on adding LED and CFL. You may want to ask someone else about adding LED and HPS. I think CFL alone is a good low-cost solution all-around. If you aren't averse to the cost of LED lights, it's always a good thing to add in because it doesn't really heat things up and it definitely adds to the speed of growth.

Arguments have been made, and I think they are accurate, though I don't know from experience, that LED alone for flowering will produce more bud per watt, but is not at good as more traditional lighting light HPS as far as bud per calendar day of flowering.

For vegetating, LED saves you money on electricity with no significant drawbacks, and so does CFL and other traditional florescent solutions.

I hope this helps. In general, I think a lot of people switch off LED or at least add in an HPS or metal halide for flowering. But again this is just based on what I read, not on my own experience.
