If you are close enough to the street lamp, yes...it will affecct the plant's light/dark cycles. I know it's possible. I had to unscrew the access panel one morning after the light went out, and pull the wires to 'extinguish' the streetlamp outside my old growroom. (wife wouldn't let me shoot the light out) Light hss a very powerful effect on cannabis.

Cannabis has certain minimum requirements. Proper lighting, lighting schedules, (timers) soil, nutes, ambient temps (is she getting cold at night?)...and most of all...care about what the fuck you are doing.
Getting the plant(s) indoors under proper CFL bulbs and a timer will help you bunches, for starters. Unless femmed cannabis genetics are cheap where you're from, if you're not going to take advantage of the quality...I'd go with growing bagseed from now on.
