From what I can tell it doesn't look that bad but I think if you are watering each time with 4ml of BioBizz Grow per litre that may be a bit too much. Try going back to 3ml and see if it improves. Keep in mind that for the sake of efficiency the plant won't waste her energy repairing the damage that has been done, but if the problem has been solved the new growth should be fine.
I am not sure what a tomato plant grow bag is but if it is a time release nutrient soil they are known to be a bit unpredictable.
Where are you growing it? If it's in an enclosed space such as a tent or cabinet it may need more than just an oscillating fan for fresh air.

I think Plain Jane is right......but also consider the possibility that your plant may be rootbound so check that as well.

How long has it been in that pot? It looks/sounds like enough but if it was put in there too early or if it's been in there for a while it could become rootbound. When it is dry/ready for watering pop it out and take a look at its roots. If you see a massive cluster of root growing round then you have your answer. Personally I notice other signs when plants get rootbound, such as limp looking leaves at the end of the day (which is normal to some degree but worse when rootbound) and needing to be watered more often.
Don't do anything in the extreme until you have it figured out. Keep up with the biobizz grow, just not as much. 2-3ml per litre should be fine.
