a quick google search tells me that it certainly depends on local laws and the crime committed/charge filed

in your buddy's case (i read your other post) I dont think there is much he can do to get it released since he is the owner and he is charged, otherwise the righteous owner (registered) could contact DA office and demand that they give him a release form as far as my search results tell me, if that doesn't work, governor's office seems to be the last choice

but in your friend's case and with his charge, i have no idea!
