how would you suggest i move the ballast? block off under that shelf? the bottom side is nice 27 -29 ... not horrable any ideas

should i put another 6in passive hole in the wall, level with the flowering deck ...possibly with flexible ducting taped uparound the sides so the air comes out on the plant
