mods& experts,advise please.

i`m very sorry for the new thread but i didn`t knew where to post my question.if the moderators finds this unacceptable please forgive me and delete it.
i`ve grown cannabis once 7 years ago totally unprofessionally. since that time Ive been reading a lot and a lot of grow-guides now i finally found the perfect safe place but i need some help from u guys.
my space is 2 rooms next to each other (room#1 is 210cmX234cmX133cm HXLXW room#2 is 210cmX158cmX123cm HXLXW) both of them have drains,taps,doors and 35cmX35cm windows.
i`m thinking of making the smaller for mother`s clones and the other for budding.
i wanna make a perpetual SCROG hopefully with a SWC or a reservoir passive system.
sadly there`s no hydro shops where i live, i only have access to 400wt hps/mh ,perlite,pumice,and floral foam (no vermiculite,coco,rockwool, or clay pebbles) and regarding fertilizers i can get only the chemical salt fertilizers and manures (no guano,worm casting and none of the X meals (blood, bone...etc).
i was wondering if u could help me with the setup for my growing rooms and whether i can fit 2 scrog units above each other in the 210cm room`s height to double my growing area. and if can make my own hydro fert from the salts in the chemical fert (nitrates,urea,phosphate,epsom,h2o2....etc).
i know this sounds like spoon feeding but i cant afford wasting alot of money on trial&error.
