Can we get back on topic please? How can we, as patients, be assured our rec will keep us free from prosecution?

There have been stories of patients who have received recs from "recommendation mills" only to be left high (no pun intended) and dry without legal support or backup from the doctor who prescribed the recommendation - meaning essentially, a worthless piece of paper and possible incrimination / incarceration. Serious problems. There doesn't seem to exist a "post-police review system" of recommendations to be able to guage the effectiveness of a doc's recommendation and its ability to hold up in court.
