you can find a 400W HPS system for around $120 on ebay. even one that comes with a MH converter bulb (not sure of the technical name). if you have the room and means for such a setup. you can find a whole hydro/light setup for like $320. now i can't speak for the quality of the products, just what i've found thus far. a lot of the lights have refurbished ballasts that can be replaced for around $20.

if i dont have the money for a good growlight what would be a good substitute?
but for no budget, like myself, CFL's are the way to go. i just made a micro grow box from my surround sound box. i only have a 24" tube fluorescent "grow light" in there right now. it's only about 1/3 of the way done. my whole thing is that i don't have the space /money for a proper setup at the moment (along with a few other factors). so i'm trying to do this for fun on the cheap, cheap to get my feet wet and try to feed my appetite.

i plan on adding some CFL's and several other things. check out the grow log. i should have pics up tonight sometime.
