gotta say its not looking too good for you. The not being an american citizen or resident doesnt help you out. Also since you have no previous records of these semi legit 'medical problems' leads me to believe its going to be pretty hard to get a card. Do you have any documentation as to where you live? Honestly if i were a doctor I would not give you a recommendation based on the info you have given. my :twocents:
