A lot of people smoke weed, as opposed to a single hard drug.. Even people coming down, or on hard drugs smoke bud.. There's a huge market so plenty of money available. Would be pretty bad ass if they had an opium field or something though.

opium growing is a bit harder and plants are easily spotted and it needs its special weather... its not like weed that can everywhere naturally! or at least thats what i know, i may be wrong tho!
