Did you say outside? Because the light cycle rightwould induce flowering, I would get them inside on a timer or 24 hrs. of light. They look very small for the 3rd week of veg and that soil looks awfully wet.

It had just rained..It gets pretty humid down here so more water is better than less.....what kind of light would you recommend and how long per cycle?

I would recomend 2700k cfls if you want to do it cheaply.
The light cycle would depend, I am presuming that they are autoflowers so it would be best leaving the lights on 20/4 .
The more water isn't the best i would say water every 3 days or so depending on your plants, if the top of the soil is fairly dry and the pot is lighter than it normaly is then its time for a watering.
    Hope that helps.

i live in florida too, tallahassee, and you should put them out in your yard, where they get at least 7-8 hours a day, and you should have started them in smaller pots or cups, because you now might have risk of rootrot, if you start small and work your way up, the water drains quicker for seedlings, mine are 2 weeks and they are bigger then these =]
