When to transplant?
I'm no expert, but it looks like it can hang out there for awhile longer. However, make sure that your container has plenty of drainage. Your soil looks a little moist.

When to transplant?
The soil is saturated, there is too much water there... I hope you have some drain holes, if not you need to drill some right now. This is a really young seedling you won't need to transplant before a few weeks. Be sure not to give them any nutriments, just plain water. What kind of soil are you using ? What is the seed ? Do you realize that this plant as 50% chance to be a male !

When to transplant?
Miracle grow soil is a great soil but not for a seedling, there is too much fert in it... You may not have any problems but you may also, I saw some ppl loosing there seedling in this soil. If you want to prevent this you could change the soil right now.

Read up in the 'continuous canopy' sticky in Basic for a discussion about that.
