I don't know for sure but, if I had to guess it would be California.

As far as laws go I would have to say California but in all honesty you shouldn't base a good state off of its marijuana laws. I mean it should definitely be an influential factor but there are many more things that are much more important...at least to me like climate, population density, how far everything is, what the people are like, etc. Personally out of everywhere I've ever lived, I would have to say Huntsville, Alabama is my favorite because its small enough to collect your thoughts yet big enough to where if you get tired of being alone you can go to a club or something. Plus cops are usually chilled because there aren't any cops around.

biggest hippy city in the continent. everybody smokes weed and nobody cares. Its so easy to get weed by the ounce its not funny. The cops do care but also have other bigger shit to worry about.

I know this: count TX off hahaha no shit!
the fact and the matter is, FEDERAL LAW is what keeps cops doing what they do.
now, cops in one area can be short on staff or jail space or money to process people so they may turn a blind eye or states/local govts may resort to lowering the priority of small mj violations
and this all can change overnight with 1 or 2 new orders or new funding or staff
I've lived in houston-tex all along and i must say cops here are understaffed, HPD is constantly short on staff even for serious crimes or traffic control, sherrifs and constables do help them out, but compared to somewhere like Plano, TX this place is a heaven... u get the idea
and i have to agree with boulder as well. that place has a good reputation
and too many hippies to be arrested...so maybe there is just a tiny bit more tolerance for very small amounts in violations for cops to ignore or just confiscate and throw out.
even in TX i have heard from buddies that they were pulled over with very small amoutns of bud on them and they only got it confiscated and worst got their pipe smashed on the ground and they were let go... here the criminal justice system is overwhelmed and i think some officials are pushing for less senseless arrests and there is actually a proposal that i have heard which will give officers the discretion to issue a citation instead of an arrest, no doubt u still gotta go to court and all that crap... but u aint gonna sit in county jail anymore.
