Well... thats interesting! I think i will start experimenting with weed again... some time ago i did make some tinctures but they werent very effective, considering the amount of weed i put in it...

Im almost sure it wouldnt... it would only increase (greatly) the burning feeling, as the tongues surface is way more sensitive than its underside.
And things are usually put under the tongue (not only sprays, but several medicines also) because there is a lot of veins there, and so its easier for the substances to be absorbed by the body when they are there.
