Because the baby isn't pushing itself into the middle of the street. I'd aim for the mother, because now she's DOUBLY deserving of it.

I think something got lost here.

The main reason this guy was ticketed was for insurance reasons. Just like when you get into an accident the police ticket the person at fault and their insurance pays for it.

Why should this drivers insurance pay for this guys injuries when it was obviously his fault, not the drivers.
