You'll need to start a direct initiative and collect signatures from registered voters. I forget how many you need but its something like 40% of the number of people who voted last election. Up north in Michigan we collected signatures for a year+ and after getting more than enough signatures the law goes to vote this november and is gonna pass with flying colors.
