Well, you are right, it's not democracy. Our federal government was not established as a democracy. It is a constitutional (or was) republic, and that was supposed to be the model for the states as well. The model that Indiana in fact follows. So the only people that can introduce legislation are representatives and senators. That is the way a representative republic works actually, it's hardly criminal.
A democracy is not an ideal form of government, our founding fathers knew this thus the reason federally, and in many states, we use the representative republic model, so far it has proven to be the best form of government.

So again, unless the OP is a state senator or representative, you will not be introducing any state wide referendums any time soon. Sorry.
