If the steroids you're talking about are anabolic steroids they do cause severe penial retraction. Why because your injecting synthetic testosterone into yourself which your body has to use up. Well, after becoming accustomed to using so much testosterone, once to stop using steroids your body will burn much more testosterone, making your dick shrink. testosterone being the chromosone that controls reproductive anatomy growth. True your dick would be safe if you never stop using steroids...you'll just die of liver failure.
