A PH of 7.8 is high try getting some horticultural PH Down and get it to at least a 7.0.

If you have any bloom nutes give her at least another round then then let us see where you are at in about a week.

Obviously outdoor, should I lay off the nute and start to flush for the next couple of weeks? Also, during the flush using tap, my tap here is about 7.8, will this cause any issues?
