E-Lighting source and distance from plant- 1000w/hps for 4 girls area 4X6 3 1/4 above
E-Air temperature- Constant fan bout 70-75
E-Air % Relative humidity-not sure a guess may be 40%
E-Lighting schedule-12/12 for bout 4wk's now
E-Type of ventilation your room has- fan 24/7
I water once daily root rot maybe??
The buds seem to not be reallygrowing compaired to the rest. Strain maybe of comps. from whatever is wrong with it.
My run off water is not really dirty has like a clear light light brown to it.

Where are the drain holes on your pail, how many, and how large?
Your runoff is very low for the pH that you are watering with! How long since you last re-potted the plant? I think the lime in your soil is long gone and you are seeing problems from that, not just pH, but also too little available calcium.
Re-pot on a schedule that allows for fresh soil every 4-6 weeks.
And I think you are watering too often.
Edit- ventilation is just a fan, or do you have a correct EXHAUST as well?

In that pot there are about 6-8 on the bottom around the edge from the factory and one in the middle on the bottom. The holes on the side are about an ince round or better. I'm gonna say I re-potted about a month to a month an a half.
I think I need a better ph test I can't get an actual reading b/c it's a pool test kit an it only go's to 6.8 so judging by the color being lighter but not much.
I don't have a EXHAUST system per say just a fan blowing on my light which sucks air from another room and one blowing out another door.
Also my soil is MircleGrow moisture control time release mixed with the Hyponix Top soil.
I think I've come the the conclusion I'm prob. watering to much which has caused other problems. This plant is in about a 3 1/2 gallon pot and the rest are in 5's an I watered all the same daily, this is the only one out of 4 that is doing this.?? The other 3 are all doing fine so far and are budding real nice the kolas have so much white hairs growing up budsite to budsite I can tell there gonna be big there all about 5-6 weeks into flowering. At the top of the plant each bud site looks like a cotton ball almost.
So all that to say this do u think I should flush it the re-fert. with ph balanced water. Or whatelse can I do?? I've done ton's of reading an this is just my first grow so any help is Greatly Appreciated.

In order, I would say that your exhaust is the #1 issue, followed by overwatering a soil that the lime buffer is already used up in. Wow that bad grammar was epic. In which the lime buffer has been used up?
You know what I'm trying to spit out. lol
You definitely need more air flow and a good pH test and an up/down kit (The GH one comes with all 3) and get your soil pH up to 6.7 by flushing. There's a soil chem link in my sig that will help.
